エボ・モラレスの「地球を救うための10の掟」

4月21日、国連の先住民（族）フォーラムにおける基調演説の中で、ボリビア大統領エボ・モラレスが「エコロジカル･デット（生態系債務）」について言及しました。

最近は英国のシンクタンクNew Economic Foundationが「環境的負債超過（その年の初めから累積して、地球が自己回復可能な資源量を人間の消費が上回った分）」を「エコロジカル・デット」と呼び始め、そちらの方が知られているようですが、

ここでいわれているエコロジカル・デットは、特にラテンアメリカの債務帳消し運動が強く主張している概念で、私が知る限りではNEFよりこちらの方が昔（2000年ごろ）から主張しています。

文字通り訳すと「生態系債務」ですが、ここでは単に環境だけではなく、天然資源、自然界に関する知恵、人的資源、植民地支配の歴史などを含む非常に幅広い概念が含まれています。

当然、この場の債権者は南、債務者は北です。

以下、翻訳ですが、スペイン語から英語に訳したものの孫訳なので、イマイチへん。しかも、私が訳すと格調がない（笑）。

ので、一番下の原文も見てくださいね。

（以前、勉強会で先住民「族」をつけるかどうかで意味が大きく違うと聞いたことがあるのですが、ここではどう書くのがpolitically correctなのかわからないので、一応「」をつけてます。誰か教えてください。

それから、BiofuelとAgrofuelの両方が使われていたので、そのまま訳してます。エタノールなどの植物から取る燃料がバイオ燃料と呼ばれていますが、アグロビジネス（巨大な農産物企業）がビジネスとして生産促進するという意味でアグロ燃料と呼ぶ人たちも増えています。）

以下に掲載するのは、国連第七回・年次先住民（族）問題常設フォーラムの開会式の演説の最初にモラレスが示した１０のポイントです。実際の演説はもっと長く、参加者一同の賞賛を集めました。

モラレス・アイマは世界、生命、そしてすべての人類を救うための10の掟を提案しました。地球に敬意を払い、戦争を拒絶し、一方に負担を押し付けるような二国間関係をやめること。水と土地へのアクセスを人権として認め、クリーン・エネルギーを推進し、バイオ燃料をやめること。基本的なサービスの普及、地元で生産された産品を優先し、文化的多様性を守ること。母なる地球と調和する、共同体的社会主義を通した「よい生活」の観念を根付かせること。

大統領は、人類・生命・地球の救済に関して二つの道しか残っていない、と断言しました。母なる地球やすべての生命と調和した生活方法を復活させるか、このまま資本主義＝死に至る道を追及し続けるのか。

この世界を救う唯一の方法は、利己主義や利益への渇望を煽り立てるような現在の思考方法に止めをさすことだ、とモラレスは主張します。彼は先住民（族）、小農民、世界中の政府に、地元で生産される産品を優先し、浪費や贅沢を排して必要なものだけを消費するよう訴えました。

そしてさらにこの一国の長は、「気候変動の甚大な被害は人類全般が作り出したものではない。支配的な資本主義システムがその際限のない工業開発によって作り出したものだ。だからこそ私は、人間への搾取、天然資源の略奪に終止符を打つことが重要だと感じているのだ。」と語っています。

１、 この惑星を救うためには資本主義モデルの廃絶が必要だ。そして南や世界中がその対外債務を支払い続けるのではなく、北が自分たちの負うエコロジカル･デット（生態系への債務）を支払わなくてはならない。

２、 戦争を糾弾し、終結させなければならない。戦争は帝国、多国籍企業、一握りの一族に利益をもたらすだけである。決して民衆の利益にはならない。戦争のために使われる何億、何百万ドルもの資金は、間違った過剰搾取のために傷ついてきたこの地球の回復のために投資されるべきである。

３、 世界から帝国主義と植民地主義を排し、支配ではなく共生の関係を国家間で作り上げなくてはならない。私たちは対話と社会的共生の文化に属している。二国間、多国間関係は重要であるが、その関係はある国が他の国に従属するようなものであってはならない。

４、 水は人権であり、また、この惑星のすべての生き物の権利である。水の私物化を許すような政策はあってはならない。

５、 エネルギーの浪費をやめ、自然と親和的なクリーンエネルギー開発を進めなければならない。私たちは何百万年もかけて作られた化石燃料をこの100年で使い尽くそうとしている。アグロ燃料を広めてはならない。人々のための食料生産をやめて、贅沢な車を走らせるために土地を利用するような政府や経済発展モデルなどとても理解できない。政府との議論を活発化させ、土地は、アグリ燃料生産のためではなくすべての人類の利益のため使われるべきであるという意識を広めなければならない。

６、 母なる地球に敬意を持たなくてはならない。母なる地球を敬う先住民の伝統的な教えに学ぶべきである。地球は私たちの母であると認め、その認識を集団的社会意識としてすべてのセクターにおいて培わなくてはならない。

７、 水、電気、教育、保健医療、通信、集団輸送といった基本的サービスは人権とみなされるべきである。これらは民営化されるべきではなく、公共サービスとして行われるべきである。

８、 地元で生産されたものを優先的に、必要な分だけ消費し、消費主義、浪費、贅沢を終わりにするべきである。一握りの人々が必死で贅沢を追及する傍らで、何億、何百万もの人々がまともな生活を送る可能性さえ持てないなどということは間違っている。

９、 文化的・経済的多様性を守るべきである。私たちは種々様々であり、それが本来、あるべき姿である。白い人も、茶色い人も、黒い人も、すべての人が含まれる、そういう多元的国家のあり方を目指すべきである。

１０、 私たちはすべての人が「よい人生」を送れることができることを願う。これは他の人の犠牲の上によい生活をしようという意味ではない。私たちは母なる地球との調和の上に、共同体的社会主義を打ち立てなければならない。

Evo Morales' 10 Commandments to save the Planet

Bolivian President Evo Morales said today that to save the planet requires putting an end to the capitalist model and for the North to pay its Ecological Debt. This was the first of 10 points presented by Morales at the inauguration of the UN's VII Indigenous Forum, in a long address acclaimed by participants at this annual gathering.

Morales Ayma proposed 10 commandment to save the world, life, and all of humanity, making reference to respect for the earth, renouncing war, bilateral relations without impositions, water and land as human rights, clean energy, no to biofuels, basic services, prioritizing what is produced locally, promoting cultural diversity, and the notion of "living well" through communitarian socialism and in harmony with mother Earth.

The president affirmed that there remain two paths toward saving humanity, life, and the plant Earth: either recovering a way of life in harmony with mother Earth and all of life, or following the path of capitalism and death.

Morales insisted that the only way to save the world is to put an end to this way of thinking that promotes individualist selfishness and a thirst for profits. He asked indigenous peoples, peasants and governments of the world to consume what is necessary, giving priority to what is produced locally and avoiding waste and luxury.

The head of state further expressed that "the huge impact of climate change is not a product of human beings in general, but of the dominant capitalist system with its unlimited industrial development; that is why I feel it is important to put an end to the exploitation of human beings and the plundering of natural resources".

TEN COMMANDMENTS TO SAVE THE PLANET

1. In order to save the planet, the capitalist model must be eradicated and the North pay its ecological debt, rather than the countries of the South and throughout the world continuing to pay their external debts.

2. Denounce and PUT AN END to war, which only brings profits for empires, transnationals, and a few families, but not for peoples. The million and millions of dollars destined to warfare should be invested in the Earth, which has been hurt as a result of misuse and overexploitation.

3. Develop relations of coexistence, rather than domination, among countries in a world without imperialism or colonialism. Bilateral and multilateral relations are important because we belong to a culture of dialogue and social coexistence, but those relationships should not be of submission of one country to another.

4. Water is a human right and a right for all living things on the planet. It is not possible that there be policies that permit the privatization of water.

5. Develop clean energies that are nature friendly; put an end to energy wastefulness. In 100 years we are doing away with the fossil fuels that have been created over millions of years. Avoid the promotion of agrofuels. It is incomprehensible that some governments and economic development models can set aside land in order to make luxury cars run, rather than using it to provide food for human beings. Promote debates with governments and create awareness that the earth must be used for the benefit of all human beings and not to produce agrofuels.

6. Respect for the mother Earth. Learn from the historic teachings of native and indigenous peoples with regard to the respect for the mother Earth. A collective social consciousness must be developed among all sectors of society, recognizing that the Earth is our mother.

7. Basic services, such as water, electricity, education, healthcare, communications, and collective transportation should all be considered human rights; they cannot be privatized but must rather be public services.

8. Consume what is necessary, give priority and consume what is produced locally, put an end to consumerism, waste, and luxury. It is incomprehensible that some families dedicate themselves to the search for luxury, when millions and millions of persons do not have the possibility to live well.

9. Promote cultural and economic diversity. We are very diverse and this is our nature. A plurinational state, in which everyone is included within that state - whites, browns, blacks, everyone.

10. We want everyone to be able to live well, which does not mean to live better at the expense of others. We must build a communitarian socialism that is in harmony with the mother Earth.


Los 10 mandamientos de Evo Morales para salvar al planeta

El Presidente Evo Morales dijo en Naciones Unidas que para salvar el planeta hay que erradicar el modelo capitalista y lograr que el Norte pague su deuda ecológica. Este fue el primero de 10 mandamientos presentados por el mandatario en la inauguración del VII Foro Indígena de la ONU, en un largo discurso aclamado por los asistentes a este encuentro anual.

Morales Ayma planteó diez mandamientos para salvar al mundo, la vida y la humanidad referidos al respeto a la tierra, renuncia a la guerra, relaciones bilaterales sin imposición, agua y tierra como derechos humanos, energías limpias, no a los biocombustibles, servicios básicos, priorizar lo que se produce, promover la diversidad de la cultura y el vivir bien a través de un socialismo comunitario, en armonía y con la Madre Tierra.

El Presidente afirmó que quedan dos caminos para salvar a la humanidad, la vida y al planeta tierra: o se opta por la recuperación de la forma de vivencia, la armonía con la madre tierra y la vida, o seguir el camino del capitalismo y la muerte.

Morales insistió en que la única forma de salvar al mundo es acabar con este modo de pensar que fomenta el egoísmo individualista y la sed de lucrar. Pidió a los pueblos indígenas, campesinos y gobiernos del mundo consumir lo necesario, priorizar lo que producimos y evitar el derroche y el lujo.

"Los grandes efectos de los cambios climáticos no son producto de los seres humanos en general, sino del sistema capitalista vigente, inhumano, con desarrollo industrial ilimitado, por eso siento que es importante acabar con la explotación a los seres humanos y acabar con el saqueo de los recursos naturales", manifestó el Jefe de Estado.

LOS DIEZ MANDAMIENTOS PARA SALVAR EL PLANETA.

1. Si se quiere salvar el planeta, hay que erradicar al modelo capitalista y lograr que el norte pague la deuda ecológica en vez de que los países del sur y de todo el mundo paguen la deuda externa.

2. Denunciar Y ACABAR con las guerras, que solo traem ganancias para los imperios, las transnacionales y un grupo de familias, pero no a los pueblos. Los millones y millones de dólares destinados a las guerras deberían ser invertidos en la tierra, herida por el maltrato y la sobreexplotación.

3. Desarrollar relaciones de coexistencia y no de sometimiento entre los países en un mundo sin imperialismo ni colonialismo. Son importantes las relaciones bilaterales y multilaterales porque somos de la cultura del diálogo y de la convivencia social, pero esas relaciones no deben ser de sometimiento de un país a otro.

4. El agua es un derecho humano y para todos los seres vivientes del planeta. No es posible que haya políticas que permitan privatizar el agua.

5. Desarrollo de energías limpias y amigables con la naturaleza, acabar con el derroche de energía. En 100 años estamos acabando con la energía fósil que ha sido creada en millones de años. Evitar que se promuevan los agrocombustibles. No se puede entender que algunos gobiernos y modelos de desarrollo económico puedan reservar tierras para hacer funcionar automóviles de lujo y no para alimentos del ser humano. Promover debates con los gobiernos y crear conciencia para que la tierra beneficie a los seres humanos y no sea usada para producir combustibles.

6. Respeto a la madre Tierra. Apreender con las ensenas historicas de los pueblos nativos e indigenas sobre el respeto a la madre Tierra. Se debe generar una consciencia social, coletiva de todos los sectores de la sociedade de que la tierra es nuestra madre.

7. Los servicios básicos, como el agua, luz, educación, salud, comunicación y transportes coletivos deben ser tomados en cuenta como un derecho humano, no puede ser de negocio privado, sino de servicio público.

8. Consumir lo necesario, priorizar lo que producimos y consumir lo local, acabar con el consumismo, el derroche y el lujo. No es entendible que algunas familias solo busquen el lujo, a cambio de que millones y millones de personas no tengan posibilidades a vivir bien.

9. Promover la diversidad de culturas y economías. Somos tan diversos y esa es nuestra naturaleza. Un Estado plurinacional, donde todos están al interior de ese Estado, blancos, morenos, negros, rubios.

10. Queremos que todos puedan vivir bien, que no es vivir mejor a costa del otro. Debemos construir un socialismo comunitario y en armonía con la madre Tierra.
